I have one working odyssea 250w mh ballast and one non-working. You might be able to fiddle with the non-working one and get it to fire up. PM me if you're interested, I can cut you a deal.
The wiring on the actinics is a bit sensitive, you have to be very careful when you change the bulbs or you can knock one loose which could explain the intermittent performance. That should be fairly easily rectified.
I'm running the same fixture over my 90g and have been pretty happy with it.
